Place of Public Entertainment Safety Officer Course

The Course in Place of Public Entertainment Safety Officer (22310VIC) is specifically designed to meet the training needs of the individuals who will be undertaking the role of a Safety Officer for a place of public entertainment, as specified by Regulation 1105, Building Regulations 2006.

Course Outcomes

On successful completion of this course, participants will be recognised by the Chief Officer(s) and/or the Victorian Building Authority as having the training qualification required of safety officers in accordance with Regulation 1105 of the Building Regulations 2006.

Persons who successfully complete this course will be eligible to receive a Statement of Attainment for the ‘Course in Place of Public Entertainment Safety Officer’. Where a participant does not complete the full course, a Statement of Attainment will be issued nominating the units successfully completed.

Vocational Outcomes

The vocational outcomes for a Safety Officer for a place of public entertainment include:

  • The operation of fire safety elements, equipment and systems
  • The establishment and operation of evacuation procedures
  • The safety of barriers and exits
  • The control of the use of naked flame in theatrical productions
  • The location and designation of passageways and exits
  • The exclusion of the public from unsafe areas
  • The keeping, testing and storage of flammable material or explosive items and equipment in a safe manner, to the extent that is not required by any other Act or regulation
  • The ignition of fireworks and the discharge of pistols or other shooting devices in a safe and responsible manner, to the extent that is not required by any other Act or regulation
  • The availability and condition of public toilet facilities

Note: the role of Safety Officer for a place of public entertainment does not fulfil the duties of a Crowd Controller / Security Officer.

Course Overview

The Course in Place of Public Entertainment Safety Officer is registered by the Victorian Registration & Qualifications Authority (VRQA), course number 22310VIC. It is accredited by Fire Rescue Victoria (FRV). The course consists of four mandatory units of competency. These include:

  • PUAWER004B Respond to workplace emergencies
  • PUAWER008B Confine small workplace emergencies
  • VU21856 Verify the operation of fire safety elements, equipment and systems
  • VU21857 Control the use of naked flame

The course includes classroom and practical activities. On the third day the program includes simulated exercises held at either the FRV Burnley Training Facility or at a public venue, depending on availability. Each day commences at 8:30am at the Burnley Training Facility, concluding at 5pm. Participants will need to complete self study privately before the third day.

Course Entry Requirements


Participants must have completed the unit HLTAID002 ‘Provide basic emergency life support’ or equivalent, and be of a minimum age of 18 years.

A certified copy of the Statement of Attainment or Certificate listing the unit HLTAID002 or the equivalent must be provided prior to the commencement of the course.
